Job Description

Transportation Planner (Planner II) – Petersburg, VA

Pay Range $65,000 – $75,000

The Crater Planning District Commission (CPDC) is a regional planning agency composed of representatives from the Counties of Charles City, Chesterfield, Dinwiddie, Greensville, Prince George, Surry, and Sussex and the Cities of Colonial Heights, Emporia, Petersburg, and Hopewell. The CPDC promotes regional cooperation, coordinates activities and policies of member localities, provides planning assistance to localities, and resolves service delivery problems involving one or more member locality. The agency is heavily involved in housing, economic development, transportation, and environmental planning, and often takes an interdisciplinary approach to addressing the region’s needs.

The CPDC also serves as host agency for the Tri-Cities Area Metropolitan Planning Organization (TCAMPO), which serves the Cities of Colonial Heights, Petersburg, and Hopewell; and surrounding portions of Chesterfield, Dinwiddie, and Prince George counties.

The successful candidate will be a self-starter, motivated to invest time in the communities served by the TCAMPO and CPDC. The position requires excellent oral and written communication skills, topical research, data analysis, grant writing, management skills, and competence in Microsoft Office Suite software.

Responsibilities

  • Assist Director of Transportation/GIS in work of the Tri-Cities Area MPO and the Crater Rural Transportation Planning Program.  Work of the TCAMPO includes the Metropolitan Transportation Improvement Program (MTIP), Metropolitan Transportation Plan (MTP) and its annual Unified Planning Work Program (UPWP).
  • Monitor and report on performance measures.
  • Assist TCAMPO and PDC members in grant applications including SMART SCALE, RAISE, etc.
  • Apply for grants on the TCAMPO and CPDC behalf such as SMART SCALE, RAISE, etc.
  • Assist in overseeing the TCAMPO’s STBG, CMAQ, CRP, and TAP programs including prioritization and selection of projects.
  • Support development of studies and regional plans, prepare reports, and disseminate information.
  • Assist member jurisdictions with transportation planning matters.
  • Manage TCAMPO and CPDC planning projects and consultants independently.
  • Represent the MPO and CPDC in planning studies and plans and committees/groups.
  • Develop and administer program budgets and work with the public and local, state, and federal staff.
  • Coordinate with agencies, including VDOT, DRPT, FHWA, FTA and local agencies amongst others.
  • Provide Geographic Information Systems (GIS) support to include capturing and analyzing a range of geographical data using the GIS system to help TCAMPO and CPDC partners make long-range plans.

Required Qualifications

  • Bachelor’s Degree in relevant discipline
  • 3-5-years of experience in transportation or other planning discipline
  • GIS proficiency/certification

Preferred Qualifications

  • Master’s Degree in Planning or Public Administration
  • Experience in Grant Management and Application
  • Familiarity with State Transportation Department policies and procedures.
