Housing Development and Planning at Crater PDC
Access, affordability, and Community
Ensuring Crater Residents Have a Place to Call Home
At Crater PDC, we believe that an adequate stock of high-quality, attainable housing is essential for the health of our residents and local economy. We know a one-size-fits-all approach to housing doesn’t work across rural and urban communities, which is why we strive to keep abreast of innovations in development and collect data on our market landscape. As funding permits, our team can administer housing studies, function as a financial passthrough, and convene local stakeholders on issues related to housing and housing development.
Our Housing Mission
To strengthen communities by advancing housing opportunities that promote stability, growth, and long-term resilience.
Virginia Housing Development Program
Virginia Housing announced its PDC Housing Development Program in 2021, allocating $40 million across the 21-member network to support regional approaches to housing projects and program development. Crater PDC received $2 million, which the PDC distributed as gap funding to 7 different affordable housing projects throughout the region.
Crater Regional Housing Study
In 2025, Crater PDC received funding from Virginia Housing to complete a large-scale regional housing study. The study is being conducted by HousingForward Virginia, and is scheduled to be complete in late 2026. Stay tuned for more updates.
The Housing Department & Impact
The Housing program brings together research, regional coordination, and strategic planning to better understand and address housing needs across the Crater region. By working with local governments and partners, the program helps identify challenges, explore solutions, and support efforts that strengthen neighborhoods and expand housing opportunities.
